Chapter 7 - The old child welfare file

Grace was seven months pregnant when an anonymous report was made to county child protective services.
Allegations:
Unstable housing.
Prescription-drug abuse.
Threats to use the baby to extort a wealthy family.
Potential self-harm.
Almost all false.
The report contained screenshots.
Messages supposedly sent by Grace.
One read:
If Nathan doesn’t pay, I’ll make sure everyone knows what his family did.
Grace denied writing it.
Another:
Maybe everyone would be better if I disappeared with the baby.
She denied that too.
Investigators interviewed her.
Drug test:
Negative for illicit substances.
Positive only for a prescribed antibiotic? No drug relevance.
Let's be precise.
Urine toxicology was negative.
Housing:
Stable apartment.
Employment:
Recently terminated.
Mental-health assessment:
No evidence of acute suicidality.
Case eventually closed:
Unsubstantiated.
So why did it terrify her?
Because during the investigation, Paul Hensley showed her the opening notice and said:
“If you force Nathan into a public paternity fight, this becomes part of the custody record.”
He did not explain that unsubstantiated allegations are not proof.
Grace was twenty-eight.
Pregnant.
Unemployed.
Facing a wealthy family.
Then Warren offered:
$18,000 relocation payment.
Six months of health-insurance reimbursement.
An agreement that the Cole family would not pursue the jewelry complaint if Grace agreed to leave New York and make no public claim that Nathan was the father without formal legal process.
The written agreement did not actually prohibit her from telling me privately.
The verbal threats did.
Grace signed.
She moved to Vermont.
Why did the address become confidential?
Because three weeks after moving, a private investigator appeared outside her apartment.
Grace photographed him.
He worked for a vendor frequently used by Cole security.
She filed for an address confidentiality program supported by a temporary civil protection petition alleging unwanted surveillance.
The petition named:
Warren Cole.
Gregory Shaw.
Unknown agents.
Not me.
It expired.
The protected-address status continued until Grace later renewed it out of habit and fear.
Victoria had discovered this record.
Not because police had secret information.
May you like
Because she had read Warren’s archived files.
