Chapter 14

Evelyn eventually entered negotiated pleas covering the assault and supported offenses arising from materially false information used in the insider-risk process.
The broader claim that she orchestrated every contracting violation was not pursued.
Evidence did not support that.
She had enabled Ryan.
Pressured Lisa.
Manipulated the credibility narrative.
But Ryan had made many operational decisions himself.
Evelyn received a custodial sentence short enough to reflect her age, lack of prior convictions, and the non-life-threatening assault, but serious enough to reflect the deliberate strike and related official deception.
It was followed by supervised release.
Financial penalties.
A protective order.
And restrictions on holding compliance or fiduciary authority in Carter Strategic during supervision.
Ryan resolved his case later.
He entered pleas to offenses tied to false statements and contracting records that prosecutors could prove.
Some fraud theories were dismissed because the government could not establish that every incomplete inspection record represented an intentional falsehood by Ryan personally.
He received a custodial term, supervised release, financial penalties, and temporary exclusion from certain federal contracting responsibilities.
He lost executive control of Carter Strategic.
He did not lose every lawful dollar he owned.
The divorce became final while Ryan was awaiting sentencing.
Lisa kept her own retirement accounts.
Received her lawful marital share under the settlement.
Rejected any special payment tied to confidentiality.
Her lawyer asked:
“You’re certain?”
“Yes.”
“You could negotiate more.”
“Not for silence.”
General Mercer retired the following year.
At the ceremony, Lisa stood beside him.
No contractor badge.
No Carter nameplate.
Just his daughter.
Afterward he handed her an old photograph.
Lisa at seventeen wearing his oversized service cap.
She laughed.
“You hated when I did that.”
“You looked ridiculous.”
“You told everyone I outranked you.”
“You were seventeen. You thought you outranked the President.”
Lisa smiled.
Then Mercer’s expression softened.
“I should have noticed how much Evelyn used my career against you.”
Lisa shook her head.
“You respected the boundary I asked for.”
“I still hated watching.”
“I know.”
That was all she needed from him.
Not rescue.
Not retaliation.
Recognition.
The Army baton Evelyn had used was eventually released from evidence after the cases concluded.
Ryan did not want it.
Evelyn’s attorney asked whether Lisa wanted it returned as part of marital property.
Lisa stared at him.
“No.”
It went into storage with other Carter family belongings.
An object once treated like inherited authority became exactly what it always was.
May you like
Wood, metal, polish, memory.
Nothing more.
