Chapter 9

The audit began with Northbridge.

Of the $610,000 paid to the company, approximately $260,000 corresponded to services investigators could verify.

Another portion reflected inflated rates or duplicated administration.

The remainder lacked adequate support.

Sabina disputed the findings.

She argued that family care involved constant informal work.

Calls.

Travel arrangements.

Vendor negotiations.

Emergency availability.

Some of that was true.

The reserve had never required detailed time records for every service.

That weakness made the accounting harder.

It did not explain invoices for appointments that never occurred.

Or fees charged to beneficiaries who had not requested assistance.

Then Martin found a different problem.

Several reserve beneficiaries had recently been moved from direct reimbursement to centralized administration.

The changes were documented as voluntary.

But the supporting files were inconsistent.

One elderly relative remembered signing a form she thought concerned medication delivery.

Another said Beatrice told him direct reimbursements were being discontinued.

A third had never seen the authorization attributed to him.

The review could not yet prove every change was fraudulent.

It did show a pattern.

Beneficiaries were losing direct access while Northbridge collected larger administrative fees.

Elara's proposed change was the most consequential because she had a separate contractual right to independent support.

Unlike other beneficiaries, she could not simply be moved into centralized administration by Beatrice's ordinary approval.

Her acknowledgment mattered.

Her card authentication mattered.

Her signature mattered.

That explained the urgency.

But the investigators uncovered one more troubling document.

A draft board presentation prepared by Sabina.

Reserve Sustainability Plan — Phase One: New Household Enrollment.

It described Luca's birth as an opportunity to standardize administration across future Corsetti descendants.

The plan projected millions in reserve disbursements over the next decade.

Northbridge would receive a percentage-based administrative fee.

Beatrice would chair the oversight committee.

Sabina would manage implementation.

Damien stared at the forecast.

“Millions?”

Martin nodded.

“Over time.”

“How much would Northbridge receive?”

“Potentially more than two million dollars across the projected period, depending on enrollment and spending.”

Elara looked at the document.

“From money meant to support families.”

“Yes.”

Then Rebecca pointed to a line beneath the financial projections.

Independent household authority creates leakage and inconsistent compliance.

Elara read it twice.

“Leakage?”

Martin answered:

“That's how they described money paid directly to beneficiaries instead of through their administration.”

Elara's voice went quiet.

“They called my independence leakage.”

Nobody corrected her.

Because that was exactly what the document said.

Then the audit team found an earlier draft.

It contained a handwritten note from Beatrice.

Start with Luca. Damien will not fight a change that looks like protection for his son.

Damien stared at his mother's handwriting.

The newborn had not merely been included in a new program.

He had been chosen as the reason Damien would accept it.
