Chapter 5 - The First Report

The first documented incident occurred fourteen months before Harper came to my house.
A neighbor called 911.
Not Harper.
She and Derek had been arguing.
The neighbor heard breaking glass and Harper shout:
“Stop.”
Two officers arrived.
One knew Derek casually from training.
Not close friend.
Enough.
Derek told them Harper threw a glass.
Harper had a swollen wrist.
He said he grabbed her only to stop her.
Harper told one officer privately that Derek twisted her arm.
That detail appeared in the responding officer’s body-camera footage.
The written report summarized:
Mutual verbal dispute. No probable cause established for assault. Parties separated voluntarily.
Was that necessarily corruption?
Not from one report.
Domestic incidents are messy.
Evidence limited.
Harper declined medical treatment.
No arrest.
She went to her sister? She had no sister. A friend.
She spent the night at a coworker’s.
Then returned.
The disturbing part happened the next morning.
Derek said:
“You really told Ruiz I twisted your arm?”
Officer Ruiz had not told Harper he would share the statement.
Maybe Derek guessed.
Maybe another officer mentioned it.
Maybe Derek heard body-camera discussion later.
We never proved exactly how.
Harper interpreted it as:
Nothing I say stays away from him.
That belief hardened.
Months later she tried again after he shoved her into a doorframe.
She went to a station outside his district.
Made an informational report.
Asked about restraining orders.
By the time she returned to their apartment, Derek had already texted:
YOU WANT TO MAKE ME A DOMESTIC ABUSER NOW?
How did he know?
This time Internal Affairs later found evidence.
Derek had queried the report through department systems without a legitimate case reason.
The access left a log.
Harper did not know logs existed.
Derek apparently did not think anyone would examine his personal queries years later.
Powerful people often confuse available access with invisible access.
They are not the same.
Harper withdrew from pursuing an order.
She told herself:
If he sees everything, filing only warns him.
May you like
That was exactly what Derek wanted.
