Chapter 13 - The child-welfare finding

Dana Reeves completed the initial investigation.

Finding:

No substantiated evidence that I had deprived Lucy of adequate food.

Pediatric growth records normal.

Home food supply adequate.

School attendance consistent.

Childcare records documented evening meals when I worked late.

Babysitter statements corroborated routines.

Lucy consistently identified Vivian—not me—as the person who withheld Christmas dinner.

The agency did not write:

Grandmother is evil.

That was not its job.

It closed the allegation against me as unsupported under applicable standard.

Then separate question:

Vivian’s conduct.

Locking Lucy in a room and withholding dinner as punishment.

One incident.

Short duration.

No physical injury.

Still concerning.

Child welfare recommended:

No unsupervised contact with Vivian pending family safety planning.

Not a permanent legal ban.

Not a custody transfer.

A boundary.

I agreed.
